Wilbur is a sweet, affectionate male puppy who was born with water on the brain. This special needs pup needs a dedicated, loving, and patient owner who can give him the time and attention he needs to develop his motor skills. He is a fighter and with the right home he will flourish. Due to his condition, Wilbur will need someone with alot of time and patience as he requires specialized care, however, he loves people and is very friendly towards them.
